
National Listing of Plant Varieties for Fruit and Vine Varieties in Turkey
Turkey has implemented a national variety list system to protect consumers and provide the agricultural and horticultural industries with high quality seed and plant material derived from healthy, high quality, and productive varieties.
The registration of plant varieties on the national variety list requires the completion of the Diversity, Uniformity, Stability (DUS) test, which confirms that the variety is distinct, uniform, and stable compared to other varieties. Additionally, the plant variety must have an appropriate name that distinguishes it from other varieties.
There are several different types of national variety lists in Turkey, including the Field Crops Variety List, List of Vegetable Varieties, List of Fruit and Vine Varieties, and Ornamental Plants Variety List.
Applications for the national listing are accepted twice a year, in the first week of October and February, and must be made by a certified seedling producer with a letter of authorization.
To apply for admission in the national variety list, the application must include an application form, variety description document, certificate of authorization, translations of foreign language documents certified by a sworn translation office, pictures, slides, and other documents identifying the variety.
The application fee must also be paid in advance to the TTSM account before the application, and payment receipts must be attached to the application file. The application form must be up-to-date and filled in completely, with attention paid to the distinction between "clone" and "variety."
If the intended use of the variety is marked as "Other," it should be clearly stated. The application form and all documents must be signed by the company authorized by the breeder company with the letter of authorization. The original, not a color photocopy, of the DUS Report and Variety Description Document must be submitted, and the terms used in the translation of the documents must be compatible with the technical terminology.
The letter of authorization must grant the "right to register" and validity of authorization for "at least 5 years." The breeder company may grant licenses to other companies for the cultivation, production, sale, distribution, and marketing of the same variety, but these licensed companies must be notified to BÜGEM with a petition.
The application file should be created by punching the documents with a hole punch, and if applying for more than one variety, a separate file must be created for each variety. A digital copy of the application is also submitted with the application.
It is important to note that a production permit is only required for varieties that are being or will be subjected to testing. Therefore, applications for registration in the national variety list based on tests completed in Turkey or abroad do not require a separate production permit.
